No, Paypal doesn’t refund, the seller refunds through Paypal. You have to first settle the dispute with the seller (probably sending the item back) and then the seller contacts Paypal to issue refund.

Yes that is the downside. Customers often want cheap postage which has no tracking (at least in oz it doesnt). If you can prove that you posted it you will not be forced to refund. Alternatively if you dont sell on ebay very often just withdraw all the money from your paypal account and PayPal tells the buyer they can have a refund only when the seller has more money in there. That is how scammers get away with stealing from you via PayPal.
paypal can be very unfair me and my family have had our fair share of paypal it should be banned,you should not accept paypal as a payment method do cheque,postal orders etc,even if you have proof of postage it doesnt help, you need it to be recorded or special delivery etc.good luck in the future as there are a lot of scammers.
