Someone transferred $1950.00 out of my paypal account, into theirs. Is there anyway this thief can be caught and/or prosecuted?

You’d have to file a police report, take it to court, get a subpoena for Paypal to get you the infomration the account that received the money and then see if that information is correc,t then take the person to small claims to get your moeny back
I don’t know if the thief can be caught but I do know that pay pal will give you your money back. Call them and make a claim.
