Paypal would refund it and would take the funds from the seller’s account. Make sure you file a dispute with the seller personally first before involving Paypal, because oftentimes, the issue is a lack of communication. Additionally, having Paypal refund the money means they have to restrict your account for awhile to investigate the charges. The money wouldn’t go back to the bank directly, although you could probably direct it there after the fact. It is added to your Paypal balance.
the seller would have to approve the refund and they aren’t going to do that until you return the item in the same condition you received it
