I am from Singapore, I had added a SG bank account, but not yet verified. I am not sure whether can I start to send payments from that account? I believe I can but there are limits. But, I am not sure what are the sending and withdrawal limit amount?

You can use the account now. If you are using it on eBay, the sellers are going to require your address be verified in order to qualify for seller protection.

I dont think you are covered for insurance(in case someone doesnt pay, but then again they arent covered if they buy from you either) you can find more info on paypal.
Your best bet is to get verified-now i’m not sure if you are going to be using eBay or not but if you are then people will be skeptical to buy from you, and to sell to you. Becasue again, they are not covered under paypals insurance. (some sellers wont even sell to unverified people).
