I have a negative balance on my paypal account. I sold an item on Monday and have not received payment yet, so I was wondering if it had anything to do with the negative balance. I’ve been on hold for 30min for paypal.

You won’t get the full amount of money. PayPal will only give you that money which is the difference between what you get paid and what your negative balance is. You can bring the balance to zero, but not below.
If you owe money to PayPal for any seller fees, they will take out that amount when you have anything paid INTO your account. If the person who bought your item paid you with an e-check, it could take several days before it shows up in your account.
