If I Go Over What I Have In My Paypal Account, Will They Automatically Take The Rest From My Credit Card?

If I have to pay for something more than the balance in my PayPal account, will they automatically take the difference or the full amount off of my credit card?
And why does it take so long to fund an account? And why won’t it let me verify my stupid e-mail address? I’ve send the message like 20 times!
