I’m trying to decide between a personal and premier paypal account. I was wondering if a premier account charges a fee on all payments that I receive, or only when the buyer pays me with a credit/debit card?

Yes it changes the fee on all received transactions no matter credit/debit card, bank account or paypal balance. If you are selling on ebay consistently you are going to be strong armed into a paypal premier or business account. The majority of buyers on paypal use credit cards. 72% respectivley. Personal accounts cannot receive credit card transactions. You will have to upgrade to receive the payment. You can downgrade your account back to a personal account, but only once in the lifetime of the account. You also cannot tell customers that they can only use bank accounts or balances to pay you, they will limit your account. Reason being is that personal accounts were not set up to conduct business. They were set up for buying and exchanging money between friends and relatives. It does not support a business structure. I probably gave you more information than you needed, but you should have no questions about it now.
