It says I have three tries for my Link Credit Card code.
If I fail all three times [Don't ask why], do I get the charges refunded?

No if you were able to use it to pay for a purchase it can’t be refunded unless you go through the dispute process. The confirmation process has more to do with validating your identity for retailers who may require.
Addition: If you haven’t used it yet on Paypal then why would you be worried about a refund for. Paypal will not allow you to use a payment method until it is verified in their system, once it is made an available payment option it is considered live and refunds can only be received directly from the retailer/vendor or by going through the Paypal dispute process.
Yes when you try to confirm your address or credit card Paypal will put a $1.00 charge on your card and if you attempt to do it several times you will get more then one $1.00 charge but the $1.00 charge(s) will usually just post as pending in some cases they will actually post to your card and the funds will be available on your paypal balance which you can then transfer them back onto your card
