Well since one of your email addresses is your login… If I change my primary email, will all the emails that I receive from PayPal go to the new primary address?

Yes all the E-mails should go straight to the primary address and if not, whichever one it sends them to you can set that email address up so that it will forward emails to the email address you prefer the emails to go to.
