I really want to keep my credit card and bank account information on my paypal account because it’s super convenient, but I do not want Ebay billing me every single month when I don’t even use their website. So, will they still bill me?

no ebay doesn’t bill you unless you have an ebay store and sell things.
otherwise it’s more so just a tax on items sold. the consumer pays nothing to ebay.
no you wont pay any fees if you havent listed any items for sale in the previous month (exception to this is if you have an ebay shop/store as this has a fixed monthly charge, but its very unlikely you have this)
