Im afraid it might be a scam or would it be a penalty from ebay if i don’t ship out the item? Because his paypal account is different from his ebay account. Is it technically wrong or right?

Shouldn’t be too much of a problem. Just make sure the PayPal account is VERIFIED. This means that both the funding source and the shipping address have been checked out by PayPal as belonging to each other. Obviously, you should never ship to anywhere except the verfied address.
If it’s not verified, tell him no way jose and to send you a money order. If it’s not in your hands within a week, leave him negative feedback.
Typically, the only recourse a person has for you, except an expensive lawsuit, is the leaving of negative feedback. Let’s say he leaves negative feedback. Something like “Refused to accept my payment”, you can add a comment under it like “Refused to pay with a verified PayPal account or money order”
Not a big deal. For nickel and dime stuff (anything under a few hundred dollars), people either obey the terms you set or they can go **** themselves. If they don’t like it, tough ****. There ain’t nothing they can really do about it.
They could do it and you wouldn’t even know unless they told you. I pay with different Paypal accounts – I have a personal one and one in my company name, and I use each one depending on whether it’s a personal or business expense.
As long as the buyer pays through the correct invoice (and don’t just click “send money” in paypal), the payment will be connected to the ebay transaction. If the Paypal account is confirmed and you ship to that confirmed address, you won’t have anything to worry about.
The beauty of PayPal is that it protects the buyer and seller.
