    If your PayPal payment was funded with a credit card, it’s easy to recover your money. Just file an “item not received” with your credit card company within 60 days of the charge being billed on your statement. Read the fine print on the back of any monthly credit card bill as to how to proceed.
    Oh, if the payment was funded with a PayPal balance or from your bank account; too bad, so sorry, there’s nothing you can do. You agreed to PayPal terms in the User Agreement which stated they’d ATTEMPT recovery from your seller’s balance. They sure as H3LL would find the money if your credit card company was owed rather than you.
    Before I use PayPal to make a payment, I withdraw any balance in advance. Then, I change the payment on each & every transaction to use my credit card rather than my linked bank account (which is PayPal default payment method).
    Interestingly, PayPal always uses the safest form of funds (for THEM) when you make a payment. First from your balance (which is like taking cash from you), then your bank account (which you agreed to let them do by default) and then finally from your credit card (the only place that is out of their control and is REGULATED).

    not likely…you could sue…but you would have a hard time proving theft.
