There will be limits on sending and withdrawals (like receiving the money in your account by means of a check) until your account is verified. The send limits will increase as your account ages, and withdrawal limits are reset monthly. You can receive money from other people using Paypal regardless of whether your account is verified or not, but there is a 500$ monthly limit. This limit can be easily lifted by upgrading to a free premier account. With the premier account, people can also use their credit cards to send you money as opposed to Paypal funds only. There is a small transaction fee on credit card payments, but this is taken out before you get the money. So to answer your question, yes. You can receive payments and buy stuff using an unverified account (as long as you pay attention to limits.) Needless to say, just remember that you’ll need money in your account before you can purchase anything.
