on the paypal acount i have no money but on my debt card i have money so can i purchase something on ebay and pay with paypal?
will it come staight off the bebt card or do I have to transfer the money on to paypal first?

It will come out of any balance you have in PayPal first, and if there are no funds in your PayPal account, it will come out of your backup funding option. In your case, this is probably your debit card. The transfer will happen immediately when you pay for the item through PayPal. There is no need to wait for a transfer to go into your PayPal account before you buy something on eBay.
