I bought stuff off ebay the othe day, and i added a debit card from another bank account to my paypal account to pay. As soon as i added the card i couldnt use it as they authorised like £3 off it and that made the card decline as i only had the money to pay for it there. Why do they do it?

It is just an authorization it is not a debit. Meaning it will go away after a few business days. They do this to make sure it is a valid card. I would wait a few days and it should be gone, if not give Paypal a call.
