How To Send Money Via Paypal Without An Account?

Ok so me and this guy in Estonia are talking business. He wants me to use Western Union because it isnt as secure as PayPal. But i wanna use PayPal because it is secure and I dont wanna scam him. He says that I could pay cash at one of Western Union’s offices but I wanna pay with my bank account at home with the relaxation of a click of a button. So how should I send him the money?? Because i live in USA and he lives in Estonia.
