Leave the chargeback as a last resort. File a ‘dispute’ on your PayPal homepage (click on the item in question, then you’ll see it). State the problem and the dispute will be sent to the seller. If the seller doesn’t respond or seems like a scam artist, escalate the dispute to a ‘claim’. Claims are now always won by the buyer and you will get your money back.
File a “chargeback”… its one of the options on the paypal website. Though it can take a couple months.
