I am getting a prepaid credit card, and I am 13, on my online game people buy and sell certain objects (I.e. rare items, $) with real world money. My dad has a paypal account, but he refuses to let me use it, and I KNOW I will never get my money, if hes incharge of his account.

You need to be 18. Your dad has a good reason for not letting you use his account, since you 13. Why he even got you a credit card is beyond me though, why didn’t he make you get a part time job instead?
umm…i believe you have to be 18
To be eligible you must be at least 18 years old and a resident of the United States or one of the countries listed on the PayPal WorldWide page. This Agreement applies only to Users who are residents of the United States and Singapore.
Why don’t you just get on paypals website and read the Terms and account information. Why is you dad stupid enough to give a whining and spoiled 13 year old a credit card shopuld be the real question!!
