My little sister (5) has a bank account and i was thinking of getting a paypal account in her names and selling stuff on ebay after verifying her account. How old do you have to be? And if she can get one, is it legal what i am doing.

You have to be 18 to use ebay and have a paypal account.
you must be 18 years old to open an ebay or paypal account. so you can do it.

but if you are tring to open an new account on your sisters name because your account got suspended, i bet the new account also will be suspended on your first big sale or first withdrawal. paypal and eBay monitors IPs cooking, addresses credit cards, family name and every thing you can imaging to find related accounts. and suspends immediately once found a relation with a past suspended account.
of cause you have right to open multiple accounts but must unlock old accounts before opening new account(s) (or the new account gets suspended when you try to withdraw)
Since minors have to have a custodian who’s of legal age to take care of their bank account, you should have no problems using her account, if you enter the custodian’s information (probably one of your parents?)
