If it is an e-cheque issued by PayPal then 7-9 days is normal. This usually only happens if you have either, an unconfirmed account, typically caused by credit/debit card details changing/expiring ?, or insufficient funds in your PayPal account.
I am not 100% sure that this is correct but i had this happen once and it was due to the card that was the primary source of payment had expired. Check your PayPal account ?
If you are sending money to someone, it doesn’t take more than a minute or so (often, it’s instant).
But if you’re withdrawing money to your own bank account then it might take 3-7 working days.
In summary, sending money is instant; withdrawing money takes maximum one week.
