Well i went first in a transaction and he says that the payment is going to take 2-3 business days because he is paying from his bank and his bank is not isnt going to pay til later because he put a down payment on his car? Is this reasonable or should i get payment right away?

Sometimes paypal verifies that the person has enough money in their bank account to pay. It can take a few days. It is like checking to see if it will bounce.
