You have 45 days to make a report, but i your item was shipped with surface mail overseas it may get longer to get it.First contact the seller about shipping method and if you still have problems Open the dispute and report him.If you have about 97 to 100% positive feedback in your account then Paypal is allmost sertain that will give a full refund to you.
Only try to describe the problem in the most accurate way possible and finnaly i advise you to start the dispute earlier then 45 days (maybe on 30 days) so in case that you wont get the refund you will still have time to leave negative feedback to the seller
