Here is the question, please don’t read more into it than I am asking, kindly.
If I pay a large payment via paypal(couple thousand), then how long does it take for the receiver to access it. Does Paypal have a definite end time that it WILL be there/available/accessible?

Generally, it’s available immediately in the recipient’s account, even if it’s coming from a credit card. But it’ll probably take a few days for the recipient to cash it out by transferring it to a bank account. If they have a Paypal debit card, they’ll be able to get it right away, unless the debit card itself has a restriction that I don’t know about.
Fees only apply if the recipient has a business or premier account, OR if the payment is coming from a credit card.
Don’t forget the PayPal fees on the other end. If you’re paying an exact amount the receiver will be charged a percentage of the total being transferred.
