I ordered my item two and a half weeks ago and I have not received it yet. How do I file a dispute. I go to resolution center, but it says view open cases or tutorials. I see nothing on what you have to do to open it.

Was this on a e-bay purchase?
If so click on My ebay and then summary.
When the Summary page comes up look at the left side of the page and click on Dispute Console.
If it was another site and you paid through Pay-Pal:
Go here and click on Report Problem:https://www.paypal.com/us/cgi-bin/webscr…
p.s If a ebay purchase Make sure any contact you do or have with the seller is through ebay not regular emails.
If not ebay transaction…. Keep all emails you and they send to forward to Pay-pal.
You have to jump through their “hoops” to get to the resolution area.
First go back to ebay, contact the seller, and report that the item has not been received and request the shipping data/date. This creates a pernament record that you have not received the item and are requesting shipping data from the seller.
If you do not receive a response forthwith, go back to PayPal and follow the lengthy procedure with the Resolution Center.
I would say to keep looking…it has to be there somewhere…how about on the Paypal Paid area of your paypal….try FAQ’s…in paypal if you haven’t already…Do you have to first go thru Ebay Resolution….to get to the page you need….I don’t know….any contact with the seller….???
I just did this and sent them an e-mail containing specific info regarding my dispute. I also e-mailed the vendor. It was resolved quickly in my favor, seeing as the transaction was fradulent, and I got my $40 back.
