Just close it & then start a new one. Simple as that. I did mine online when you go into profile in the paypal. By the way, if you would want to use same credit/debit card – you would have to call them to connect to your new account. If you will be using another card that you didn’t link to your current Paypal account, you don’t have to call anyone.
Also, you can only link your card twice (so if you for some reason would want to close the account again, they won’t link the same card third time – that’s what they told me)
