I won’t be using their services anymore so I was wondering what I have to do to cancel my membership account to both ebay and paypal.

I would close your Paypal account, but keep eBay’s–it doesn’t cost you anything to keep it and who knows!?

Note that if you choose to unregister from eBay and close your account, it cannot be reopened. (See the 1st link)
