I was wondering if you can verify your paypal account without a bank account or a credit/debit card. I heard that you can go get a prepaid VISA card and verify it with that, but I am not sure.

To be considered “verified” you MUST have a bank account.
Of course you can use credit and debit on paypal but with out an active bank account it will not be “verified”
I believe they still do mail verification.
They will send you a letter and you log in and enter a code.
Go to paypal and search on verification to find their procedures.
