yes, paypal is used as the credit card processor in this case. If you have a paypal account that has a balance (like if you are a seller as well as buyer) then you can pay for auctions with your paypal balance.
If you use paypal to purchase your auction, the seller never sees your credit card info and if you have a problem you can contact paypal to help you out. I am a seller and regardless of who is at fault they side with they buyer 99% of the time it seems… so it is in your favor at least
