I have to pay the listing fees for eBay but I don’t want to use the money I earned on my PayPal account. How do I charge the fee from my credit card?

Paypal will always take the money from your Paypal account *first*, and only after that amount has gone to zero will they start withdrawing from your secondary account.
It’s all the same money, really … if you honestly want to use the money from your credit card (which you’ll have to pay interest on) instead of the money already there in your account (which is just sitting there waiting to be used), then just deposit whatever amount you want to spend into your Paypal account from your credit card account. (Go to Paypal, log into your account, and click “Add Funds”)
I really don’t think this makes any sense for you to do, but *shrug* it’s your money.
