You get to at least the 2nd level by giving a bank account, etc. Then you just tell PayPal to send the money. Takes about 2-3 days the several times I have done it. No charge. Other methods (to credit cards, sending checks) do cost.
when i send paypal to the bank, it takes anywhere from 1 to 3 days for it to show up.
Stop dealing with PayPal before they screw you over. Trust me, cash that money and do you best to minimize your transactions with them. They will find a reason to freeze your account as they did mine and I still have not seen over $200 of my money that they are keeping from me. Once you see the bad side of PayPal you will soon realize how HORRIBLE their customer support is and how backed up they are into their own policies. They will find every reason their is in their policy that you check off when signing of (terms of use or whatever) to hold onto your cash for as long as possible.
You would need an active bank account and it usually takes 2 days.
I had them cut me a check, it cost me 1.50 extra and took 6-8 weeks. Transfer to bank account would be much faster.
I transfer money to my regular bank account. It only takes a couple of days.
