The only way they can hold your money is if there is a dispute. If that is the case you need to follow the dispute link and enter in the tracking number. If you don’t have a tracking number then try the receipt number off the postal receipt. Scan the receipt and e-mail it to the buyer. That might help.
If you don’t have a tracking number then you are screwed. They will refund the person’s money and you will not get it back. The person could get the item free. It happened to me and many other people. Always save the tracking number and never leave a penny in your PayPal account.
