You don’t send money to PayPal from your card. When you buy something you tell PayPal how much to pay to the seller and PayPal obtains the money either from your PayPal account if there is money in that, or from your bank account (if you have told them about it), or else from your credit card as if you had just used it as a charge or debit card in a store.
You don’t need to do anything else until you want to pay for something and PayPal will guide you through that.
It isn’t too complicated and you probably wouldn’t get any refund, but you would need to ask PayPal about that to be sure.
