I gave up on Paypal when I was in a similar situation.
Your best bet would be to get a new card from your bank so that you are giving them a new visa number. Use a different email address than you did the last time. Then you’ll get past their security and be able to set up a new account. It wasn’t worth it to me–I just quit using paypal.

as long as you have removed your bank account from your old paypal account you should be able to use it on your new payapl.
I have done this when i have closed my paypal account to open a new one, and never had any trouble with it,
