Both accounts use the same email address. On ebay “My Account” page a button that says “Link to my Paypal Account” doesn’t work. Gives me 404.
On Paypal I don’t see any option to link the two.

It was fairly simple for me. Everything I needed to do, I did on ebay. Have you tried starting another ebay account?
