Lol you are in for one hell off a rough ride, it’s a b loody nightmare, you will get fobbed off, told lies, ask to send this and that, they owed me £350 and it took me months, I will never use those a ssholes again, have fun..
Hi…i have just had same experience i thought i bought a car and the seller or account was fraudulent!! Open a dispute with paypal you can do this through the resolution centre…they give the seller a certain amount of days to answer if they do not answer in this time then you can ask paypal to upgrade the dispute to a claim…It has taken just over 3 weeks for me to get the money i paid back..As for ebay they give you options as to claim things…if it was not received etc Hope this helps
As you paid with PayPal, log in there, go to the Resolution Centre and start either an Item Not received or Significantly Not A Described dispute (depending what your problem is).
Don’t bother about getting eBay involved at this point all they do is ‘mediate’, they don’t help you get your money back.
Once the dispute is resolved, you can report the seller for ‘non-performance’ to eBay – if they get enough of these it will curtail their ability to sell on eBay in future.

Contact both Paypal and Ebay, and they will able to help you. I would contact them via their toll free number, so that you can get it expedited faster. Hope this information helps.
File a dispute with both Paypal and eBay. There’s clear instructions on both those sites telling you how to do so.
