So I sent someone a payment, but they refunded it because they wanted a confirmed adderss. Then, the money is placed on temporary hold by paypal. Is there anything I can do? And this “temporary hold”, is it paypal that did it or the guy I was sending my payment to?

Paypal is trying to defer fraud.
They are wondering why the money was sent back to you so quickly. It has happened to me and the hold will fall off in about three or so days
Your account must be Limited too, just go to Resolution Center and see what they need to remove the limitation. If you need more help with PayPal, you know how to contact me.
