this happened to me too but i just kinda waited but then i realized that paypal is like any account: you have to withdraw the money. you can get a paypal debit card (you should check the site for details) or do the transfer to your regular account which takes 3-5 days. or just leave the money there and use it to make your next paypal purchase.
Is you paypal account verified? If so then go to your home paypal account and transfer it to your bank account. They will mail it also if you request that.
the cheapest way (no fee) is to transfer it to a bank accoutn you have on file it takes about 3 days for this to happen or they can mail you a check which takes longer, or if you have a PayPal debit card you can go to any ATM and get the money and pay the ATM fee
