Well, I let my little brother use my Online Visa Giftcard, and it turns out he went and used my Paypal Account (Our familys account) and bought some items on an online video game (world of warcraft).
This is a “Private Server” and it’s hosted illegally, and I was wondering can I get my $42 back from his purchase, or how do I file a complaint with paypal to get it back? Thanks.

Is he authorized to use the account?
You can’t file a complaint with PayPal, the account was accessed by someone with assumed authority to use it. You need to find out who the little brother bought this from and see if they will take it back and refund the money. PayPal can’t do this – they are not at fault.
