You don’t BUY a PayPal account.
You can not put money in to a PayPal account from a Visa gift card.
Won’t work because Paypal requires you to authenticate your address with the credit card billing address. A gift card is not a revolving credit card so it does not need to be registered to an address. Paypal will deny the card. It’s for your safety.
