The idiots at Paypal have deactivated my acct & tell me to reactive my acct by agreeing to the updated terms & conditions. Well, I have just spent a half an hour reading several pages on their site and still hav no clue how to do this. How in the world can such idiots rise to a level of controlling e-commerce!

You need to phone paypal and send a copy of your credit card statement by fax to the number you will be given on telephone. Hope this helps.
