    When you use Paypal to print a First Class Mail letter, there are two things to consider.
    First, Paypal, by default, includes Delivery Confirmation for the package. This allows a seller to comply with the Paypal Seller Protection Plan that provides for online viewable proof of delivery.
    Second, Paypal only prints postage for First Class Mail Parcels. Only parcels may include Delivery Confirmation.
    You appear to be looking at the rates for First Class Mail Flats at USPS. If you look at Parcel rates and add the 18¢ for Electronic Delivery Confirmation that Paypal requires, you will see that the rates are exactly the same.
    The only classes of mail that offer an actual discount on the postage itself are Priority Mail and Express Mail.

    Are you talking about something you purchased on eBay? PayPal isn’t the one charging you for postage, it’s the seller that’s charging you for postage. That’s how many sellers make lots of profit$ on eBay.
