Actually, they can. If you log in to your PayPal account, click request money, then choose Create an Invoice, you can send them an invoice and they can pay with a creditdebit card without having a PayPal account themselves.
I use this method all the time.
Just create a random invoice and list the amount the want to send you as the amount owed.
To your second question: Yes, if your own bank has electronic direct-deposit services. Or they could send you by snail-mail (or give you personally) a good old-fashioned paper cheque (check).
Paypal is ONLY an electronic payment system. Both of you have to have Paypal accounts.
