They do offer a debit card linked directly to your balance, though I believe there are conditions placed on it. You can also request the money be deposited to your bank account (it takes a few days before it is available to use). Under the “My Account” tab click “Withdraww”. For a fee, they will also mail you a check.

Well you cant withdraw money from pay pal straightaway. If you have bought some thing from ebay or some other trading website and if you are not satisfied with the product, you can actually lodge a complaint against the seller, then Pay pal will make a case on behlf of you and you might have to send back the product with all the postage and handling charges.
But if the seller is genuine he can send you the money straight to your account.

go to your paypal account log in and go to the help link at top of page it should tell you there how to do it and yes you can with draw money from it
