You can’t. Go get a bank account.
If you have no credit card or bank account, you are out of luck. There is no way to verify it. The reason they want you to have those two forms of ID is because they are going to put a small amount in your bank account and I think with the credit card they charge a small amount, then refund it. They need you to verify those amounts in order to prove you are the owner of the bank account.
