You can’t.
Paypal is tied to your bank account, and if you specify, optionally to your credit card.
If by some purchase your credit limit or card is not enough, the remainder of the payment will be withdrawn from your bank account
PayPal makes it to where you have to be “verified” – So in order to use the PayPal account for purchases online – you need to register a bank account or credit card, email address, home address, telephone number and you will need to confirm these by confirming an amount of a deposit made to your account by PayPal, have an automated system call you, and confirm that you received an email from PayPal in the mailbox that you entered when setting up the PayPal Account.
You could always use something like a netspend prepaid account if you want to be able to purchase things online with a little more security.

There is if you have a balance in your paypal account. Then you can just use your balance.
But you need to give them one or the other when you sign up for verification purposes, so that they can confirm you are who you say you are.
