In order to use paypal, you need to link a payment method to the account. The whole point of paypal is to be able to pay for online purchases without revealing your account information directly to the merchant. PayPal acts as the middle man between you and the merchant, paypal charges your bank account or credit card then gives that money to the merchant without giving the merchant your credit card or bank account information. In light of this, it is impossible to use a PayPal account without linking it some form of payment, either bank account or credit card.
