If the person has an account with PayPal, you can just pay them using your PayPal account.

If you know their email address and they have a paypal account you can just send them the money through Paypal its pretty easy.
On Ebay just bid but before you do make sure the seller takes Paypal.. Scroll down to how they want payments, because some just want a money order. Paypal does take a percentage of the money sent to them this way they get the whole amount.
