I have a PayPal account with some money in it, but can’t cash out, or use it to pay for “PayPal Buyers Credit” which is a total ripoff by the way. What gives? Thanks, GI

Linking is correct. Go to Withdraw and you will be offered options for linking to a bank account in one or more countries. If not, you will need to try and set up another account from a country that PayPal will transfer funds to and from. If successful, you can send the funds to the new account, then withdraw to your bank account.

Link it to a bank account and make a transfer. There is no charge for this and the money is usually deposited (via the ACH) within a few days.
You can do as Rex suggested, or you can apply for a PayPal Debit Card.
