Make sure you have a tracking number for the item, or as you mentioned-require the buyer to sign when recieving the package. Some people I know actually force customers to buy insurance or include it automatically in the shipping total.
A reversed transaction can because of three things;
A. the customer filed a buyer complaint
B. the customer filed a chargeback
C. the transaction is unauthorized.
For A. it goes into a investigation stage. They will ask you for proof that the item was sent.
For B. it will also go into a investigation stage. You can lose if you are not seller protect. Refer to paypal to find out what seller protected is.
For C. the money is held pending investigation. It is a hell of a lot harder to fraud someone with a physical item because obviously you have there address. Sometimes the transaction is really unauthorized but if you are seller protect then you are fine.

Not sure but, All i know is that panic gripped Wall Street after a dismal US retail sales report reminded investors that consumer spending — which accounts for the bulk of US economic activity — is declining sharply.
I found that placing disclaimers on your auction and tracking all items should suffice.
