Someone is letting me use their card to buy something on eBay, but I can’t change the last name when I go to add a new card to my paypal account. I can change the first name, but not the last.

I don’t think that you can change it without changing the name on your paypal account.
MOST IMPORTANT:
It is difficult to use somebody else’s card, because the card has to be verified. Also, it takes 3-5 business days to verify. Paypal will credit the person’s card and they have to tell you how much. They have to call their credit card company and find out 2 amounts that paypal sends them. It is kind of a big deal to try to do that.
It would be faster to mail them a money order if they will take it. You need to check the auction or ask the seller if they will take a money order.
You can enter it. But PP wants everyone’s cc under the same name. What matters is the billing address, the card number and the 3 digit verification are all correct. I would suggest having your friend open his or her own PP. The two amounts April was referring to is meant to confirm a checking account not cc info. Just remember, cards can only be added to a PP account twice so if you already added it, your friend has only one more chance to add it in his account.
